Electronic road
user charging is a well accepted feature of the challenging efforts
to cope the ongoing traffic demand in Europe. A new approach will
combine different optional technical innovations that have already
been generated. This will be realised by the integration of three
primary elements – the classic infrastructural traffic telematics,
the object related in-car telematics and the cellphone based
services.
This integration process will generate new options such as synergy
convergence, new markets and lower cost of provision, instead of
each element operating in parallel.
An improved revenue stream is just one of the results of using new
technologies. Another result could be the expectation of improved
functionality enabling the realisation of additional income.
Applying the principle of “pay what you use”, may result in the fee
income being ring fenced.
The availability of funds from tolling fees enables the application
of innovative strategies for challenging European inner city traffic
issues. In the future payment based on the car-class, the roadside
area, or a zone based structure may be applied to replace the
out-dated car vignettes at the front screen that only support a
fixed fee structure. A new market compliant traffic strategy with
its feed back to user activity will be the rational way to modify
user behaviour especially in respect of a reduction in polluting
emissions.
